Eczema: The appearance of eczema can vary from person to person. In adults, eczema occurs most frequently on the hands and elbows, and in "bending" areas such as the inside of the elbows and back of the knees. In young children, eczema is often seen on the elbows, knees, face, neck, and scalp. Treatment is with topical prescription cortisone and emollients like cerave cream.

Sensitive skin: It is possible that you have developed a reaction something.  Anything from sweat to perfume/cologne and many other things.  Eczema is also possible.  You should have this examined.

approximatey 3 weeks ago i was stung on the inside of my elbow (in the bend) by what appeared to be a sweat bee.  i immediately applied alcohol to the sting.  it has itched in that area every day since the sting and i apply alcohol each time it itches.  yesterday a cluster of 12-15 small bumps appeared in the area of the sting.  i am looking for advice on how to treat the area as it itches also.  thank you.

See dermatologist: It might be infected. See dermatologist for either tx of the allergic nature of the sting or a secondary infection.

Cellulitis: The red streaks suggest a cellulitic process for which you may need intravenous antibiotics. Better head to the emergency room for evaluation and treatment.

wasp sting 6-8 weeks ago. upper arm just above elbow. took a few days to settle down. now same area flared up a couple days ago. itching. a red swollen bumpy rash. warm to touch. doesnt hurt but really itches. infection  cellulitis?

: Probably not infected. However, suggest you see dermatologist to confirm and obtain the proper treatment which might be a potent topical steroid cream along with an antihistamine. You might want to soak  the affected area in ice water until seen.

Hard to know: Your post does not give the age of the kid or why you relate rashes in small areas to allergy. Food diaries, skin &amp; blood allergy tests have benefits to various groups of people when/if other causes have been excluded. Some insurers (here in the US) will not cover allergy tests below certain ages. This is something your local doc is likely to know.

Eczema: Those areas are the common place of eczema in children. You can try over the counter Hydrocortisone cream a few times a day. Use a lot of moisturizer and visit a local physician if it does not go away.
