New jewelry?applied: It could be from contact dermatitis to any new /changed jewelry, or new perfumes, shampoos, condtioner, facial cosmetics. Ssimple eczema over neck possible as neck is a flexural area prone for friction from frequent head and neck movements we normally do. If you know the offending agent avoid it. Topical moisturiza. With less medicated hydrating creams, topical steroid cream and benaryl oral will help.

See a doctor: Cannot diagnose without seeing this.  Could be one of many different things.  Show to a primary care physician and get an opinion.

Jock Itch?: He could see his physician or dermatologist who can confirm if this is from tinea cruris which is a fungal infection  that tends to hit the skin in the groin area and between the legs.

A curiosity...: ...but it sounds like your particular skin eruption is transient and can be relied upon to self-resolve. Suggest you take a picture next time and show your family doctor for piece of mind.  Situational rashes as described can be seen in many settings and with variable clinical significance.

Should see doc: Many types of rash present in this way. If completely new, then my initial thoughts would be hives vs fungal infection vs contact allergy. Taking a short acting Benadryl (diphenhydramine) (antihistamine) may improve the itching, which would be indicative of hives.  These would be most likely to persist (come and go) for 3-10 days. If so, then begin a longer acting med like cetirizine. OTC antifungal if scaling rash

As with all rashes..: ....It needs to be seen to be properly diagnosed.  Your description could be lots of things.  Possibilities include scabies, eczema,  contact dermatitis, a virus, an allergic reaction, and so on.  Each one of these requires a different treatment. See your doctor.

Hard to say but: Depends on how long you have had it...Did  it occur in past .... Possibly contact  allergy(? New soap detergent makeup etc)  hives can occur for no obvious reason ., try Allegra (fexofenadine) or zyrtec ( read labels) if no better see your dr. Good luck.

Prurigo nodularis?: This is likely from chronic scratching.  Best to consult a dermatologist.  I think you may also have dry skin also.

Fluid shift: You may simply be having fluid shift which is common after giving birth. Swelling in the feet in ankles occurs for 1-2 weeks for many post partum women. Have your doctor evaluate you and check your blood pressure.
