Yes: Assuming that the fracture is completely healed and you have been told to start exercising, swimming is an excellent way to rehabilitate and strengthen muscles that have been immobilized due to a fracture.  Consult with your physician or physical therapist on which specific aquatic exercises can be beneficial for your particular condition.

No: The "clinical breast exam" should the same level of usefulness with or without the patient having a broken elbow. However, if there was a larger area of trauma, with swelling and injury into the armpit area where the tail end of the breast extends to, then one might wait until after healing that area, to do her annual breast exam.

as a child i fractured/broke my elbow and part of a bone is loose in my elbow with muscles etc attached to it. can i safely lift weights? my arms are very weak so i would really like to lift weights?

Weeks to months: This can be a tough injury to recover from, mainly due to the work/time required to regain strength and range of motion.  The key to recovery is range of motion - in most cases, you should begin range of motion at approximately 2 weeks, and subsequently progress to more aggressive rom as the bone heals.  Typically a hinged elbow brace is used to protect the fracture while allowing range of motion.

Therapy: The only way to get the maximal amount of recovery is to perform aggressive therapy after your doctor clears you to begin.  Therapy is typically 2-3 days a week but you should be doing some therapy at home as well to maximize your recovery.

Elevate/evaluation: If the swelling is painful, or if your hand is cold, pale, or numb, you need to be evaluated promptly.  If your arm is in a cast, it's possible the cast was placed too tightly and is cutting off venous blood flow.  
If there is no pain, pallor, or numbness, then keeping your hand elevated above the level of your heart will help reduce the swelling.
