Blood flow: Hypoperfusion is the lack of adequate blood flow. Blood carries oxygen. If there is hypo perfusion then hypoxia can occur. On the other hand, even if there is good blood flow if there is not enough oxygen in that blood there is still hypoxia both in the blood measured for oxygen and in the tissue getting perfused.

The skin on the other hand thee may be vasoconstriction to preserve the flow of oxygen to the essential organs.

Stay safe..: Masks do not cause a lack of oxygen to get into your lungs.   it may seem like it,  but right now...masks are known lifesavers.   so until the circumstances change...wear a mask when you need to. 
Think of this...if masks did cause hypoxia... think how many surgeons would be passed out in the OR.

No, but: Typically, wearing masks does not lead to hypoxia, but is some asthmatics, or,those with respiratory  problems, anything that interferes with air flow can lead to drops in oxygenation, even hypoxia. If that does not answer your question, please write again, and be m0re specific.
