Blood flow: Hypoperfusion is the lack of adequate blood flow. Blood carries oxygen. If there is hypo perfusion then hypoxia can occur. On the other hand, even if there is good blood flow if there is not enough oxygen in that blood there is still hypoxia both in the blood measured for oxygen and in the tissue getting perfused.
