Best to see doctor: The upper cervical nerves form the stellate ganglion which can go rostrad to the head for innervation. The lower ones do control the neck and shoulder muscles. It is difficult to just say that the problem is that. It is best to have it evaluated especially in view of the eye twitching.

Myokymia?: Random twitching of an eyelid or another small facial muscle, which happens in normal people, is called myokymia (an involuntary, spontaneous, quivering of a few muscle cell bundles within a muscle). Myokymia starts and stops spontaneously. It can last a few minutes to a few days. One should see a doctor if such symptoms persist, keep recurring, or are combined with any other symptoms.

Not sure.: How long have you had eye twitching?  First, it is much better to see a neurologist and find out why your eye is twitching.  That's the expert who will determine the best treatment, and whether acupuncture is one of your options.

For evaluation and..: Eye twitching can be a possible sign before some migraine attack but it can also be due to Eye muscle fatigue  among other causes. Tizanidine while a Spastic Muscle relaxer, should not be used for eye muscle twitching as such. If twitching continues or migraine becomes an issue one should see the Neurologist or the PCP for evaluation and appropriate management.

Varies : There are multiple potential causes including the development of what are known as complex migraine headaches.  A checkup with your primary care doctor to discuss and check things like your blood pressure would probably be a good place to start.  Possible consideration for a neurology consult might be considered as well.
