Itchy rash: It sounds like the area is just dry at this point, if you feel like the actual rash has resolved.  It's not unusual to see "postinflammatory hyperpigmemtation" in an area of skin following an irritation.  This will fade over time.  Use a good unscented creme to moisturize, avoid the sun and wear sunscreen. It will fade.  4% hydroquinone will speed along the lightening process if you wish.

i have hyperpigmentation by my ribs - only thing i can find that it resembles is notalgia paresthetica but that's supposed to be on back and this on my side. looks like a blotchy suntan, is itchy & when scratched gets darker? can it be that?

: Dermatologic diagnoses are extremely hard to make via telemedicine with no video or pictures. Your best bet would be to consult your PCP for starters for an in person exam where the dr can visualize the rash, feel the skin to determine underlying or raised components, and potentially do a skin scraping if there is suspicion of an infective cause.

Fungal: Sounds like fungal and/ or yeast infestations.  The facial component is called seborrhea.  A topical anti-fungal like Nystatin cream might be useful. Try a selenium based shampoo wash around the genital region in the shower.  Selenium is anti-dandruff, which is thought to have a fungal ("microsporum furfur") relationship.
