I have hyperpigmentation by my ribs - only thing i can find that it resembles is notalgia paresthetica but that's supposed to be on back and this on my side. looks like a blotchy suntan, is itchy & when scratched gets darker? can it be that?

Dermatologic diagnoses are extremely hard to make via telemedicine with no video or pictures. Your best bet would be to consult your PCP for starters for an in person exam where the dr can visualize the rash, feel the skin to determine underlying or raised components, and potentially do a skin scraping if there is suspicion of an infective cause.
