Have it evaluated.: There are many things that may cause a discoloration of the skin. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections and cancer can cause a discoloration of the skin. Insect bites can also be the cause of a rash or a discoloration of the skin.  Have it evaluated by a professional and get the appropriate treatment.

Side effect not perm: Minocycline   sometimes but not often create a discoloration of lips, gums and other aspects of the oral mucosa.  My read on the matter is that is temporary in nature.  Your best best is to use a lipstick to counter the color.  If you stop taking the medication (maybe your md can prescribe an alternative) and it doesn't subside in a few weeks, contact your prescribing md.

Yes, it usually goes: Dark pigmentation from Minocycline normally clears but it can take months to years to do so. None of the cases I have seen failed to clear over time, and unfortunately there is nothing you can do to speed up the process.

Discoloration: It is quite common for the labia and the area right around the opening of the vagina to be more darkly colored than the surrounding skin. Depending on your ethnicity, the color can range from light pink to dark brown or purple. The color can also change as you age. Therefore, unless you have other symptoms this is probably just your normal variant.

Depigmentation: Hi,
Skin changes are somewhat difficult to interpret without an image but I am assuming that the pink patches are on the outside of your lip (and not your gums?) By your short description, you may be seeing depigmentation, which has numerous causes. The lip seems to be an unusual area and I think it is worthwhile to be seen by a dermatologist.

That depends...: ...Entirely on what substance was injected. Medical grade fillers like Restylane (dermal fillers) and juvederm dissolve within 3-6 months. Some of the longer-lasting fillers, e.g. Calcium hydroxylapatite, can cause lumps, which is why they are not supposed to be used in the lips. Ditto liquid silicone, which can cause permanent lumps. Your friend will have to find out what it was from whoever did the injecting.

Need to examine: Is this a new patch or has it been there since birth? If it is of recent origin it is more important to see a doctor for an evaluation. If it is a birth mark, you may wish to leave it alone. Unless it is large and protruding, you may  consult a lady friend of yours for make-up to cover the patch.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
