It doesn't spread like infections but develops in patients when inflammation leads to spasm of muscles around the windpipe and the airways become hypersensitive. Many factors trigger asthma, including allergies, respiratory infections, weather changes, irritants, exercise, and acid reflux.

Has : Has your son been vaccinated for the chicken pox?  (most kids are vaccinated between 12-15mos and again at 4 to 5 years or age)  if he has been vaccinated, that would make having the chicken pox much, much less likely.

A rash with raised red bumps (sometimes itchy) is called a maculopapular rash and can be caused by many, many things such as: 
-food or drug allergy 
-viral infections such as fifths disease, roseola, ebv, CMV just to name a few 
-insect bites such as fleas or scabies 
-bacterial infection such as scarlet fever (caused by strep) 
-medication reaction

Is it eczema?: Check with a doctor to make sure its really eczema.  The distribution you are describing is atypical for adult eczema.  Eczema in adults usually is primarily on the flexor surfaces (under the neck, behind the ears, behind the knees and elbows, wrists, groin...).   A doctor can help you diagnose the rash you're having and treat it.
