can an x-ray taken of the leg show that there was a venous closure procedure (varicose veins) done 5 years ago? is it important to tell a doctor this?

Sonogram not X-RAY: A venous ultrasound to look at the saphenous veins would show if the saphenous vein has been closed.  5 years since the closure the vein would be threadlike or non existent.  If the vein appeared normal, then it either wasn't treated by closure or the closure was unsuccessful.

lately the veins in my foot and around my inner ankle get enlarged and i feel a vague pressure in them. can a 30 year old male get varicose veins? is this something that needs to be addressed immediately?

Possibly: Yes, anyone can get varicose veins from being sedentary and/or overweight. Family history can increase risk too. You should see your primary care physician soon to make sure you don't have a DVT ( vein blood clot) in that leg. If it's just varicose veins and you are overweight, then you should lose weight by being more active. Otherwise, treat by wearing compression stocking on the leg.

Possibly improve: Because varicose veins swell with pressure, losing weight will help them possibly be less prominant.  However, they are also due to damaged valves in the veins, and once those are damaged they  cannot be repaired.  However, there are many treatments for this - see your doctor for a recommendation to a vein specialist.

Height: at your age, it extremely unlikely that you will get any taller than this. Your growth plates have closed. For varicose vein, it mostly has cosmetic effect rather any medical problems with them

Veins may be deep: Veins may be deep and you may have some circulatory problems. You should see  a physician if you have pain in your legs or throbbing.

Rarely spreads: Fortunately, varicose veins in the legs do not spread to the vulva.  Vulval varicose veins are not directly related to leg veins, though the same genetic tendency that make a person prone to getting leg veins can also predispose you to getting vulval varicose veins.

Vulval varicose veins often develop during pregnancy and usually improves once the baby is born.

Discoloration: I would  need to know more what color they are. 
Brownish, speckled pattern is usually due to accumulation of the blood in the legs due to poor venous return and is not harmful. If they are purplish and show signs of lack of circulation, that is more concerning.

Get Medical check up: WE can help you but need to know more about the pain such as its location, severity, duration and if there is any factor that makes it better(rest?) or worse?weight bearing? movement. Any history of trauma? Ultimately you will need to be examined by a physician, in order to locate the cause of pain. This may need X-rays and Imaging studies of your leg(painful area) and or spine.

Bulging Veins.: Varicose veins are bulging grape-like appearing veins which are most commonly seen on the legs.  These are due to leaking(refluxing) valves usually in the saphenous system.  Some causes include hereditary, pregnancy, trauma and aging.  The gold standard of treatment is to have a venous reflux ultrasound to both diagnose and form a treatment plan.  You should see a vein specialist.
