Eye swollen: At 6 months of age I would think infection before allergy when it comes to swelling around the eye, especially if the skin looks red.  Have him seen right away. If it is swollen to the point of not being able to see his eye, take him to the ER now.  It could be very serious.

Try cool compresses: If the compresses don't work, a good otc drop is zaditor twice a day. For prescription drops, Lastacaft (alcaftadine) and Pataday are also effective.

Not significant: The difference is really very small and may just represent the usual fluctuation in ESR and nothing more. Allergy attack is not linked to ESR changes.

Swollen eye: If you've been on those 2 meds for 2 months, it'd be strange for it to cause a reaction all of a sudden now.   Couple things can cause a swollen eye: allergies, trauma (a scratch), a stye, infection (pink eye or cellulitis).  Concerning symptoms include significant discharge, pain, and blurry vision.
