TRY IT!: Since the most likely infection involving the penis is due to Candida, a trial of Lotrimin may work.  However, if symptoms worsen or don't disappear after a week, I would consult a trusted physician.

tiny 1-2mm itchy red bumps have spread across my entire body since this morning and i would love to know if there is anything i can do to treat this. i haven't introduced anything new and been working from home all day, so can't pinpoint the source of this reaction. i've never experienced anything like this before. 
i have had bug bites on my ankles that are about 2 weeks old and were going away, but today have hardened and have clear puss. not sure if it's correlated.

Bug bites again?: The description of hard little nodules with clear puss do not suggest an allergic reaction since most allergies are hives (urticaria) or a localized contact dermatitis (like poison ivy). The description makes me think about chigger bites or other insect bites. This tend to happened if you have been outdoors or with pets. Treat with vigorous washing, 1% hydrocortisone creams and Benadryl

Everytime?: Some people develop hives after a hot shower and sometimes it can happen after swimming too, called cholinergic urticaria. Another hematological disease called polycythemia vera can also cause it. Take a picture of the rash and show it to your doctor. Try taking taking an oral antihistamine 30 minutes before showering and see if it helps.You could also be reacting to the soap if it is new.

Bedding?: I would suggest that you examine the mattress for any bed bugs . Not being insulting, we shed skin all the time and spend 8 hours a day in bed this shed skin is a cause for bed mites etc. You can wrap the mattress in a bag that prevents this, pillows as well
I think the bed is the culprit because you don't complain of this during the day

Inflamed  papillae are very common symptom and not one that should cause overwhelming concern. If you have a high fever and other symptoms of infection then you should contact your doctor.  Cold viruses, flu viruses, hpv , herpes viruses can cause this symptom.
