Lots of things: Think first whether any medication you might be taking is causing cholestatic jaundice, or whether you might have smoldering viral hepatitis, might be drinking a lot, or might really need to get more exercise -- the latter's a factor in genetically predisposed individuals who get non-alcoholic steatohepatitis. Especially if this is new, do get worked up.

can constipation and/or dehydration cause high urobilinogen of 8.  my son is 17.

Yes and no: Constipation no DEhydration yes. Make sure your son if he is an athlete is well hydrated. It could also be true if your son has some kind of liver disorder. If this is not true I would then just watch.

Urinalysis: Leukocytes in the urine are associated with urinary tract infection. It is best to see a doctor for evaluation and treatment, whether primary care physician, urgent care, or emergency room.

Why the tests?: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, it might have helped to have the actual values rather than high and low. Why were the tests done? It would be prudent to discuss these with the doctor who ordered the test as s/he knows more about your health.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

If : Your blood count is normal, and liver functions are normal and all the rest of the urine test is normal  sleep well.  Repeat the test in 7-10 days.

Any symptoms?: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, your lab results are not a cause for concern. You did not say if you have any symptoms; do you?

Correlation required: Mild proteinuria like this does not necessarily indicate serious illness, and a few WBC's may be consistent with health or reflect contamination. Urobilinogen 2.0 is also borderline (1.0 is very normal). The next move might be to check whether this is simply orthostatic proteinuria. My first concern is an interstitial nephritis from her arthritis meds.

Yes: Any time blood is degraded or metabolized, urobilinogen is created. More importantly, it is the reason why it is elevated that is more important. Do you have hemolytic anemia, liver disease, liver infection, liver poisoning or even cirrhosis, or perhaps a large clot, etc. A clot would not cause you to be ill. You need to know what it is elevated (gender is not stated: abnormal menstruation?).

Maybe: bilirubin can be raised for many reason including blockage to the bile duct by a gall stone and other reasons you must see your PCP
