How high?: You should talk to the doctor who ordered the test for your blood cell counts, as s/he knows more about your health and all lab results need to be interpreted in the clinical context.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

You provider had an idea what might be going on; that's why he ordered it. So, your best move now is to speak to your provider; he or she will have a much better idea than any of us what these results might mean!

Diarrhea/fever,,: Your lab values are fine and you're likely fine, but you've got diarrhea and fever and there must be some reason for why that is.  Unless it goes away or there is an obvious reason for it, it might be wise to see your doctor for some tests on your stool to find out why.  It still may not be anything serious as your neutrophil and eosinophil count aren't high at all.  Good luck.

Probably: True food poisoning is a short lived event. Your body reacts acutely to things like that by increasing neutrophils. Lymphocytes respond more slowly. Lower than normal total lymphocyte levels would be from something else. Neither of those findings are diagnostic and it's hard to tell without actually knowing the real numbers you have.

Chronic urticaria: Hives lasting longer than 6 wks is known as chronic urticaria, often has no known environmental or food relationship. In most cases, there are no known allergen triggers, but can be brought on by some things like heat, stress, lack of sleep, etc. Rarely due to an underlying condition. Treat with oral antihistamines. May need something stronger if not working. See allergist to further evaluate.

Neutrophils: Both conditions are acute inflammatory conditions and would cause this picture- high neutrophils and low lymphocytes.  This is what is known as a left shift and is commonly seen.  Although an autoimmune process may be an underlying cause this specific WBC reaction is not an indication of autoimmunity.
