Yes, it can be if...: Yes, it can be if the urethra is involved. For men, this is rarely present. For female, watch for contamination during urine collection leading to white blood cells in the urine; it's common.

Wouldn't show up.: Unfortunately, genital herpes would not show up on a urine culture.  There are blood antibody tests available, but they would take at least six weeks from the day of exposure even be slightly positive.

No: In people with genital herpes, the virus is only present in the infected skin and the nerves supplying that area. It cannot be transmitted through urine or saliva, and probably not semen.

Herpes: A herpes culture is still the most accurate way to test for herpes.  A blood test for herpes can tell if you have been exposed but it can not tell you the location of the infection.

Not reliable: The herpes simplex virus (HSV) PCR test is not intended for urine testing. If someone is having a herpes outbreak involving the urethra (which would be quite painful), a PCR test might detect it. But a negative urine PCR would miss almost all herpes infections. If you're having a possible herpes outbreak, the sores/lesions need PCR testing. If no symptoms, a blood test is available.

Herpetic lesions:  Some people report that they have herpetic lesions that are asymptomatic or only mildly symptomatic.

Little or no risk: Urine inhibits many bacteria and viruses; and even if your partner had an active genital herpes outbreak, both dilution and the uribe's anti-viral poperties probably would reduce any infection risk to zero or close to it. I wouldn't worry about it.
