Be checked: A large cervical disc herniation can cause severe neck pain, and pain or numbness in the arms; but a disc herniation can not really cause blurred vision.  This is because the nerves that supply your eyes come directly from the brain and do not pass through the neck .  And so, if you are having significant problems with your vision, you should be seen immediately   it may be something else.

Get checked: Most disc herniation a in the neck can be treated initially nonoperatively, with interventions including therapy.  The main exception to this, however, is if a person is developing signs of nerve damage.  If you are truly developing progressive weakness in the arm, you need to let your doctor know immediately and you may even need surgery.

Physical Therapy: Get a physical therapy program prescribed for you. Usually there are specific turning and massage techniques. One aid is shower to back of neck - hot - with turningt the head for four minutes/ day.
Does application of ice stop the headache?
It is important to know if you actually have migraine because the therapy is quite different.

: I'm usually reluctant to recommend neurosurgery on the neck, but it appears that you've been on good treatment and therapy for your complex cervical spine pathology. I recommend that you consult a neurosurgeon, if you haven't already done so, with interest and experience in complex cervical spine pathology. Consider consulting one at a department of neurosurgery at a university hospital near you.
