Small white hard: Not being there to examine you, it can be either and then again neither.  At your age, it is probably nothing malignant.  If it is concerning to you, then go see your PCP for him to have a look at it.

Probable hemorrhoid: This sounds like a typical hemorrhoid. Take a look with a mirror:  if the lump is blue or purple, it's a hemorrhoid. But if in doubt, see a doctor to be certain. No matter what it looks like, don't try to pop it.

i noticed a small lump near anus 2 days ago, little pain sometimes. it feels like a pimple. i have piles for many years, it's not hemorrhoid. suddenly i realize my semen is watery and also very less volume. everything else is normal. please help?

Different issues: The "lump" may be a thrombosed hemorrhoid or a skin tag usually associated with anal fissure. Softening you stool may help. 
You may take a fiber laxative like Metamucil and drink enough water daily so that your urine is colorless. You may try to increase your intake of fiber foods.
