Neuralgic pain: This type of lightening sharp and quick pain is a variant of trigeminal neuralgia.  Most often it is benign and resolves spontaneously.  Unless it is occurring very frequently or causing disability, it should be ignored.

Need for a complete: A complete check up by your physician can look into various causes of headache. The diagnosis is made on the basis of physical exam and history(characteristics) of your headaches. If doubtful, we can check the brain with a MRI study. Go see an internist and clear all your doubts.

Multiple causes: The most common cause for eye hemorrhage inside the eye is diabetes.  Vascular malformations, accidents and some rare inherited diseases can predispose to hemorrhage.  Hemorrhage can also occur on the whites of the eye from trauma, straining and sometimes spontaneous vessel breaking.

Hemorrhage on eye: Here i assume you are talking about a visible hemorrhage on the white of the eye (subconjunctival hemorrhage). These clear spontaneously, and eye drops generally do not help. It may shift in position and spread out and change color over a few days. Avoid rubbing the eye as this might cause further bleeding. Usually the cause is from straining, coughing, sneezing, or spontaneously overnight.

See an eye doctor.: Hemorrhages can be spontaneous but it is still a good idea to be seen by a doctor whenever you have something new happening with your eye. This is especially important if your are having any other symptoms such as pain.

Eye hemorrhage: Is it on the white of the eye or inside the eye? If on the white, may be due to elevated blood pressure, mild trauma, rubbing (allergy). If you are on aspirin, may reoccur more frquently. 

Internal eye hemorrhage more often due to diabetes.

Possible. : Hormonal changes can theoretically affect the tear film which can cause blurry vision. And Patients with diabetes can have changes in their lens which also affects vision. Any significant vision change should be evaluated asap by eyMD.

over the last 5 days, my eye has hemorrhaged multiple times.  it appears like a puffy little balloon encircling my iris. how can i get this to stop?

Probably not repeat: The space in which hemorrhage spreads on the front of the eye is narrow and the bleeding from one event over several days or more will spread over a very wide area looking like a rebleed but usually is the spread of a first and only bleed.  This will resorb and your eye should go back to normal. You need to seen an ophthalmologist only if the eye hurts or the vision changes.
