NEED FOR SUPPORT!: Most shoes aren't always what is bad, usually it's the crummy insoles they come with! there are many possibe reasons (plantar fascitis leaps to mind) that you may have pain in the heels, but try arch supports like spenco polysorb (http://www.Spenco.Com/products/footcare/poly-sorb) and otc anti-inflammatories (like aleve).  If these don't help, see a podiatrist.

Plantar fasciitis : First step morning pain is the symptom of plantar fasciitis. The main ligament in the arch is inflamed from overuse or micro trauma. Causes: walking too much in shoes with poor shock absorption or abnormal gait patterns such as over pronation. Stretches can be done to lessen the tightness of the heels. Motrin 600 mg can help. Superfeet or custom orthotics are great. Cortisone shot if pain severe.

Heel Spurs: Heel spurs are painless and and a doctor's excuse for not understanding the cause. The only spurs that MAY hurt are behind and above the heel.  Spurs are benign calcifications of muscle origins and cannot hurt.  Notice they are nowhere near the floor. A bursa under your heel  is the usual cause. Use a 3/16" media heel wedge  with a solid countered shoe and a gel pad.  Obesity  aggravates it.

If it is: Indeed a fungus then purchase an antifungal cream from the pharmacy. Lamisil, lotrimin, desitin (zinc oxide diaper cream) and many more are available.

Support: First off, spurs don't hurt...Inflammation of the plantar fascia ligament does. You should consider icing, resting and using nsaids such as advil or aleve (naproxen) to reduce the inflammation. Support the foot with good shoes...Don't walk barefoot or in socks or flipflops. If pain persists, see a podiatrist. He can inject the area with a steroid and discuss custom orthotics.

You are doing OK: But also avoid backless shoes. Wear socks. If this persists, see podiatrist. May be a biomechanical reason why tis is happening or possibly a dermatitis of some type.

Need to examine: There are many effective medication to address the pain of arthritis. However, it is not feasible nor appropriate to suggest medication without examining you. You need to see a doctor. If you live an area where there is a medical school, you may wish to see a specialist there.

Heel pain: That is a good start. You still may need a better shoe, better insert, night splint, stretching exercises, anti inflammatory meds, steroid injection, etc or surgery. 
Most do not need surgery. You may have a stress fracture that would require you to be off your foot. There can be a inflamed nerve. Really best to go get this checked out.
