Muscle contraction: This likely due to prolonged contraction of the forehead muscles. These muscles normally do not contract for extended periods of time.  This is what happens in tension headaches alas well.

Multiple Etiologies: I do not quite understand what "neurologists struggling"  means except thorough workups fail to reveal definite dx?  However, the choices available for the symptoms described range from inflammation or swelling in the orbital or maxillary region to some form of trigeminal neuritis to allodynia associated with headaches and let's not forget about an ocular issue that could be present. Maybe sinus pain: The bones behind the eyebrows have hollow spaces (sinuses) that can become plugged up and become infected (sinusitis). Sinusitis can happen after colds, allergies, or sometimes without a preceding illness. Mild symptoms can be treated with over-the-counter medications, but bothersome pain, increasing symptoms, or prolonged symptoms need a doctor's evaluation.

Could be sinuses: You have sinuses over your eyebrows. It is possible that you have an infection there. If you have fevers, nasal discharge or if that area is tender to touch (as you sad it is) it would be good to see a doctor for an evaluation. Try using warm compresses on the area and taking an anti-inflammatory like ibuprofen until you can see a doctor.

Massage & rest: Headaches can happen for a number of reasons.  In my profession - dentistry, i see headaches associated with grinding and clenching your teeth.  This can generate extremely strong forces that will stress out the muscles in your head and create headaches.  See your dentist to rule this out!

If this is: NOT one of MANY headaches of this type ('Cluster Headache") treat it the same way you treat any headache! Extra Strength Tylenol (acetaminophen)... ice pack over the eyebrow and finally try heating pad in the back of your head/upper neck.

Stabbing pain: Sounds like irritation of frontal branch, 1st division, of trigeminal nerve (CNV)

Migraine?: Probably more likely to be migraine related. See a neurologist. The international headache society doesn't even recognize the term sinus headache because other than with sinusitis there is no such thing.
