Blood vessel: Injections in the neck travel past many different blood vessels.  Sometimes they can cause blood to track in arm.  Other cause can be more severe.  It is best to notify the doctor that did the injection.   Get examined and verify the root cause. There are too many variables to predict exactly what is happening.

symptoms: acute and now constant shoulder pain which lead to swelling in my hand, discolouration and weakness.  could this be a rotator cuff injury?

Maybe: The description of your symptoms is not a common presentation for a rotator cuff problem.  The first thing that comes to my mind with this description is a vascular issue.  I think of things like upper extremity deep venous thrombosis and thoracic outlet syndrome.  I would have this issue evaluated by a primary care provider soon.

right shoulder pain like dislocated/stuck vein. "vein" hurts when moving shoulder in angles. no redness/swelling.2 weeks already. 3rd time in 6mos?

?? pain in vein: I don't know about pain in the vein but what you are talking about could be caused by  "subluxation" like a little bit of dlslocation this can hurt good ; proper and can come and go with tearing of the labrum 
if it continues go get it checked out.

i fell  on my hand sbowboarding 1 1/2 weeks ago.  still have upper arm swelling and  pain especially on outer arm  and front, back side shoulder pain ?

Go to ER: or walk in clinic and ask them to examine and x-ray your arm and shoulder to rule out any damage.

I would: Maybe remove the piercing. Shoulder pain should not radiate to the nipple tip, unless you have a severe injury involving multiple body parts. I would start with the removal and see your doctor as soon as possible. Good luck.

Torticollis: That is conceivable.   It is a great way to get torticollis, but I wouldn't normally expect swelling.  Please see your doctor for evaluation.
