Fire ant/photo?: Without a photo, this sounds like a fire ant bite and will usuaqlly resolve on its own. Do not attempt to sqeeze it open or puncture the white area.

Rash: Sounds like you have a rash of some sort. This isn't much information to go by, TBH. You might have an ingrown hair or plugged follicle or it might simply have been a small irritation. Simply put, if it is an inconvenience or an issue, have a doctor look at it

You probably have: An infection and possibly and abscess, that is a collection of infectious material within a tissue. Treatment is antibiotics and possibly incision and drainage by a physician. Signs are redness, swelling, heat and pain. If is not an abscess, you have an infection as per your description. Seek medical attention asap.

Ingrown hair?: It's possible it's an ingrown hair, especially if you shave down there at all, but even if you don't it could be. It could also theoretically be a small cyst. Both can be painful. I would suggest you have your doctor take a look at it for a more formal diagnosis and that way you'll be able to have a proper treatment plan to get rid of it. Best wishes to you.

Likely acne nodule: Given your age and location of the chin, it is most likely a nodular acne lesion. You can see a local dermatologist for a treatment to get rid of it, if it is still there in a week.

Scratching can lead: to scarring in some people. (It is possible to have a scar from allergic response as well).

Depends on the cause: Bumps under the skin could be as a result of different reasons of which could include an ingrown hair, acne, infection, abscess, or an allergic reaction to various things like detergents, soaps or to medications.  Have it evaluated by your physician to get the appropriate treatment.
