Yes but.: It can, but i would have it done in a sterile setting if it were my finger under controlled setting, less infectious risk, more bleeding control and pain control.

Surgery: That depends on how stuffy your nose is.  If you have a head cold and you are having general anesthesia as you state , the surgery will probably be postponed.  Depending on where the ganglion is your surgeon may elect to go twilight sleep and local anesthesia.  But the ultimate call will be by the anesthesiologist.
