Bakers cyst: Popliteal cyst , or as you described ganglion cyst is the result of internal derangement of knee joint, you may have unrecognized   associated damage to the internal ligaments, or meniscus injury, speak to your doctor, you may need arthroscopic examination of knee joint.

Only if painful: Ganglion cysts are fluid filled structures usually associated with a joint. The wrist is most commonly involved but any joint can be affected. If not bothersome, no treatment may be needed. Causes of knee cyst include inflammation, meniscal injuries, bursitis and tendinitis, or ligament injury. Large cysts behind the knee can affect circulation.  If bothersome get it checked out.

Tough: Problem. I would ask your surgeon about joint fistula or recurrent preparellar bursitis. Usually another surgery.

Possible: There cases of subperiosta(basically along the bone)l ganglionic cysts of the tibia.  This is quite large and you may want to consider a second opinion from an orthopedic surgeon.  Have you had any imaging of the lesion?

No: The dose and the fact that blood levels from acetylated steroid injections are low means it is not responsible for weight gain.

Yes: It could be a ganglion, although meniscal cysts are relatively common, and the difference is probably not important. Speak to your orthopedist if you are in pain to explore your treatment options.
