i have scaly white flakes on my scrotum and mid afternoon/ evening my scrotal skin is extremely painful and itchy. what do i do?

Probably a fungus: infection.  You will need topical and probably systemic treatment.  See a doctor for accurate diagnosis and proper treatment.

my skin is flaking on my scrotum.  i was told to get athletes foot cream to rub on it.  its is not going away what should i do? i used athletes foot cream, non-scented lotion, however vaseline seems to work best.  but im wondering if there is anything els

How : How long did you use the athlete's foot cream? It can take a few weeks of using it twice a day for you to notice an improvement. Have you tried changing your soap? It may be extremely dry, which is why the vaseline is working. You can try a heavy cream (in a jar) like eucerin or aquaphor. If the problem persists you should see your doctor for an evaluation and treatment.

Yes ...: Darker color on scrotal skin is normal because genital area is sex hormonal sensitive so its color undergoes its natural change from childhood to puberty/adolescence to adulthood just like similar change in female genital region and areola of breasts throughout life and during pregnancy. So, what you noticed is normal. If still in doubt, ask Doc timely.

Yes darkened color: Patients with sustained severe blunt trauma sometimes related to surgery  can result in hematocele (localized blood collection).Physical examination often reveals a swollen, tender testicle with a visible hematoma.Scrotal or perineal ecchymosis (redness) may be present.

Yes: This is normal. If you have not had a physical exam within the year I recommend that you schedule one. At that time your doctor will do a complete exam and examine your genitals and perform a prostate exam

Even some benign growths on scrotal skin like angiokeratomas, tiny little purple papules, can cause itching.  One must be careful with using cortisone cream in this area as the skin is thin and delicate, and cortisone can cause thinning in a short period of time.
