Bundle Up: Wearing warm clothing is the number one answer. Second - try drinking warm beverages to heat up the inside of your body. Lastly - there are warm "packs" that you can get to safely keep feet and hands warm - check out your local "outdoors" store.

Look to see : If the feet are actually cold just feeling cold. If they are really cold i would consider raynaud's or poor circulation.

When hands/feet/fingers/toes get ice cold (and worse any cold environment) raynaud's may be a consideration. If you are  a smoker that adds to the problem. I would also consider a chinese medicine evaluation as chinese medicine can correct imbalances and improve circulation problems.
