A lot of reasons: This can be caused to a lot of reasons, blood pressure is one of them. You may not be drinking enough water, try doing neck stretches and any other stretch prior to doing any physical activities. If none of these work i recommend seeing a doctor so they can make a proper diagnosis and help you from there.

Check blood pressure: the first thing to do is have your blood pressure checked. If normal and the feeling persists discuss with your doctor what other conditions might be causing it. Sometimes abnormalities of the blood vessels could cause symptoms like yours.

Not really: You are probably feeling the blood pumping through arteries. Veins are very low pressure vessels. Veins and arteries run close together.
Some people can feel or sense the pulse in the arteries and that is normal. Sometimes people can become overly concerned with the sensation so try not to.

Pumping blood: This is not a sign of any disease. I would advise you to try to look for pulses on your feet if you know how to do so. If you have pulses in your feet, that means you have good circulation. Same if you feet feel warm, look pink and grow hair.  Otherwise, the symptom you describe is not anything that would make me concerned.

hi i am a 28yr old male. the fronts of my knees get very hot and i feel blood pumping through them sometimes in an evening. no pain or swelling. i've noticed it specifically when drinking alcohol. should i be concerned? i also kneel a lot in my job!

Knee symptoms: If there's no discoloration, swelling or marked tenderness, I attribute this symptom to knee sensitivity from your occupation. Alcohol does dilate the arteries and these sensitive areas of overuse apparently have increased sensing of increase in blood circulating through the blood vessels in and around the knees.

Anxiety/Panic attack: This sounds like you may be suffering from anxiety and/or a panic attack. However, your symptoms might also be caused by low blood sugar, a food allergy reaction or dehydration. Have some juice (in case you have low blood sugar), drink water if you may be dehydrated, lie down and take slow deep breaths. This feeling should pass soon. Discuss with your regular doctor to help prevent recurrences.

resistance =1/radius to the 4th power.  Thus if r decreases (vasconnstriction) and output stays the same BP must go up.
