There are no credible dietary studies that support claims of being a fat blocker.

Absorption of fat: The fat blocker available as Alli ( branded rx xenical) is a medication that binds up 20-40% of fat ingested with the capsules - and does not allow the fat to ever be absorbed into the bloodstream ( which is where the side effects come from).  Fat burners - are usually any product that has any compound with a stimulant effect - ie caffiene or other herbal forms  - but these do not burn fat -.

Yes: Alli is the over the counter & lower dose version of orlistat, a drug that blocks fat absorption from food. Common minor side effects include:fatty/oily stools, increase defecation, fecal urgency/incontinence...The drug can also cause malabsorption of fat-soluble vitamins, thus a multivitamin is usually recommended to take with orlistat. Major side effects of orlistat include: liver/kidney toxicity.

Hopefully not.: The general societal view that carbohydrates are the enemy has been verily debunked at this point, so the right carbohydrates in the diet are fine.  Furthermore, your brain can only use carbohydrates as an energy source, so your brain needs them.
