Restasis for dry eye: Blepharitis and dry eye are very common and can be reviewed from info on the web.  You can try artificial tears first if not already using.  Restasis helps in some dry eye, takes awhile to work, slightly better than artificial tear gel, commonly stings.

Yes and no: The dandruff in your eyes can lead to the sore eyes in the morning and the dry eye symptoms. Should be treated, but not a huge concern. However, new floaters need to be evaluated. They can come from your vitreous (the jelly inside your eye) or the retina (the wallpaper inside your eye) and can be potentially sight-threatening. whenever i lay my head over pillow, i get severe itching in my right eye. is it contact dermatitis or allergic reaction? but i read that allergens are present in environment. i dont get itching otherwise. could dandruff on the pillow be causing this?

Scrub: Suggest you wash face with ivory soap and abrade skin gently with a facial scrub pad.

Rinse out!: Just rinse the eye out with preferably saline, but may do so with water.  The irritation will go away in a few hours, if not, then see your ophthalmologist.

Controlling dandruff: Dandruff (seborrhea) is common. Shampoos with zinc, salicylic acid, selenium, or coal tar are sold in many stores. Nizoral shampoo (contains anti-fungal) is also available. Doctors may also recommend cortisone or kenalog (triamcinolone) sprays. Prevent dryness (don't wash hair too often). A primary doctor or dermatologist can look for psoriasis, eczema, or fungal infections if unusual or worrisome scalp symptoms.

Dandruff shampoo: You can start out with with dandruff shampoos such as head& shoulder, selsun blue, and /or Nizoral (ketoconazole) shamppo etc...Avoid excessive hot showers/baths, and use a bit of hair-conditioner may help. If these don't help, consult doc for an eval as other diseases which may cause "dandruff" appearing on scalp--such as psoriasis and fungal infections etc...Consult doc. Good luck.
