Yes, it can: Cataract surgery can often alter the astigmatism in the cornea. In 5% of cases there may have been astigmatism in the lens that was removed. The astigmatism can become less regular in nature, larger in amount, or rotated in axis. If bothersome after healing for a month, a visit with a refractive surgeon is indicated. Corneal topography, keratometry, and refraction can guide treatment.

Probably not: You can have surgery to move the eyes into  a cosmetic close position with each other at any age.  This will not improve the visual function of either eye which depends upon the vision development that occurred in childhood.  So if your goals are fine, go ahead.  Discuss with your ophthalmolgist.

By reshaping : Laser vision correction (such as lasik or prk) utilizes a cold laser (excimer laser) to permanently reshape your cornea (the front part of the eye, where a contact lens rests on) corrrecting your nearsightedness, farsightedness and/or astigmatism.  Think of it as permanently "engraving" your contact lens or glasses prescription into your eye.

See better: After cataract surgery, you will see better in that eye. Depending on how bad the cataract is in the other eye, you may chose to have the other cataract done as well. After surgery, you will need a new glass prescription unless you chose special lenses that allow you to see far and near without glasses.

Depends on cause: Obvious ways without surgery are contacts and glasses.  Importantly, be sure nutritional conditions are met.  Common reasons for blurry vision include dryness and some medications.  "lazy eye" (amblyopia) generally can not be improved once a person is older than about 10 years of age.
