I am under the : Belief no. Arch supports can be used to help lift the arch. There is a minimal incision surgery you can check out where an implant is placed in the back of the foot with resultant lifting of arch. Check out fixmyflatfeet.Com i personally do the procedure and find it highly effective.
The decision of conservative vs surgery would depend on your pain level.

Yes: You can exercise even if you can't walk. If you have trouble with your feet while walking or jogging, you might want to go to a shoe store where the salespeople can fit you with supportive shoes. But don't discount bicycling or walking in a pool if you can. There are all sorts of ways to exercise.

Not really: Flat feet can happen for a number of reasons from normal aging to loss of activity of the primary arch support, the posterior tibial tendon.  Strengthening of this tendon can help minimize pain early in the disease state.  In later stages, it will not help.  In any case, a fallen arch will not come back with exercise.

Possible: Depends on the type of flat foot you have. If it is flexible flat feet, then yes. There is an implant that can be placed in your subtalor joint, which is a joint under your ankle joint, and this prevents/"blocks" your feet from falling. This is relatively an easy procedure about 10-15 minutes. If you do not want surgery, then custom orthotics will help as well. See your podiatrist.

Fallen Arch: A fallen arch is commonly known as a flatfoot.  The foot loses the arch on the inner side of foot. This is also known as pes planus and there can be either a flexible version and a rigid version.  A flexible version is flat only when weight is applied on the foot; a rigid version is flat when the foot is off and when the foot is on the ground with pressure.
