I am under the : Belief no. Arch supports can be used to help lift the arch. There is a minimal incision surgery you can check out where an implant is placed in the back of the foot with resultant lifting of arch. Check out fixmyflatfeet.Com i personally do the procedure and find it highly effective. The decision of conservative vs surgery would depend on your pain level.

No : Once the arch has collapsed exercises will not re-establish it. Orthotics will help support the arch & protect against injury.
