No: Discs typically do not heal. However, that doesn't mean that you can't live pain-free. A ruptured disk will often shrink away from a nerve. A herniated or bulging disk as you call it can move around but bouncing on a ball does not promise which direction it moves. If you are having symptoms, see a physical therapist or chiropractor.

You are just fine: Your bmi comes out to 25.8 which is perfectly normal especially for a person that plays sports. Your goal of losing some weight could be accomplished if you are more careful with the type of food (less fast food and less carbohydrates). Make sure to cut out regular soda.

Off weight bearing: Movement of the leg is good to ensure circulation flowing. So you can sit and allow the knee to bend and just bring your foot up and then down. I would end this excercise by elevating the leg for a while.
