I read bouncing on exercise ball will help disc heal. is that true for a degenetated & bulging disc?

No: Discs typically do not heal. However, that doesn't mean that you can't live pain-free. A ruptured disk will often shrink away from a nerve. A herniated or bulging disk as you call it can move around but bouncing on a ball does not promise which direction it moves. If you are having symptoms, see a physical therapist or chiropractor.
