Food?: If you are talking about emulsifiers used in food products, I would say if it's a natural emulsifier, it's probably ok. If it's a chemical that was designed as a food additive, then generally speaking, it may be bad for you. Maybe not directly bad (like poisonous or cancer causing), but it has no nutritional value.

General rules: The OTC creams/lotions you apply to the skin do not put medications/chemicals into the blood to any significant degree. Only those that would enter the bloodstream can effect the milk. They are thus not a problem with breast feeding unless applied to surfaces where baby suckles.

Yes: The procedure can be done just with topical anesthesia with eye drop local anesthetics or local anesthesia gel. Some of the older ophthalmologists still use a retro bulbar  block to numb the eye which may require some IV sedation.

Have it evaluated: The standard mantra is if it is wet, dry it and if dry try to moisten it. Without evaluating a skin issue or a better description of what it is little can be offered for treatment. I would schedule an in person or virtual visit where the skin can be examined &amp; your past efforts reviewed.

Lack of information: This rash needs to be visualised.  There may be several causes. You do not mention how long this rash has been there, if it is smooth or rough, if it was preceded by a fever? Does it appear to be itching? Small dots, or big blotches, flaking? Does she or any of her parents have eczema, asthma, hay fever or other allergies?  I suggest you make an appointment to see your doctor to assess this rash.

After bathing?: The most effective way to apply skin lotion is within 3 minutes after bathing.   If the skin is really very dry, trying keeping her in a bath for 15-20 minutes daily. Sponge dry, then apply a moisturizer all over.  Consider another application in 12 hrs with or without bathing. Usually the thicker the moisturizer, the better it works.

my son has real bad excema on the creases in his arms i have emulsifying ointment bp but doesn't seem to be helping it what else can i get?

Dermatitis: Yes the emulsifying is a good star t and useful as a preventer to reduce episodes of cracking and drying.  Sometimes when flares like this needs a topical steroid and sometimes if infected a short course of antibiotics.  There are a variety as a next step - and  usually one which will work - so either a GP consult or a virtual one will help here.
