Rash on Hip: Without seeing the lesion it is almost impossible to make a diagnosis.  This could be eczema which is dry skin and treated with prescription topical cortisone. This could be a fungal infection which is treated with antifungal medication. This could also be an allergic contact dermatitis which is treated with prescription topical cortisone. The allergic agent must be removed.

Go to Dermatologist.: Apply coconut oil liberally over all the dry ares
after shower.
Apply plain vaseline over the dry areas.
Take good quality omega3 capsules-2-4/day.

Oils: Look for a vitamin, fatty acid, or mineral deficiency. Check comprehensive fatty acid panel and zinc for starters. May need more flax oil or fish oil. Consider jojoba oil topically on skin. Make sure externally applied oils are stored in glass not plastic else you will be getting lots of phthalates which are endocrine disruptors.

Dry skin: Yous symptoms may be due to dry skin. Try using a moisturizer/emollient. Vaseline should suffice.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

: First and maybe most important, a rash is never the only symptom of a new HIV infection. If you don't also have sore throat, fever, or enlarged lymph nodes, you can be quite sure the rash isn't due to HIV. Also, the typical appearance isn't at all ike you describe:  typically it's painless, non-itch red spots mostly on the trunk. Regardless of symptoms, have an HIV blood test if possibly at risk.

Great : Great question. Well, if you were hypothyroid it could lead to very low energy and to feeling down. If you don't have adhd/ add and you are taking ritalin, (methylphenidate) it could have a stimulant effect that would help to lift your  focus, your low energy and your mood. Ptsd can definately be a cause for difficulty with concentration and memory. However, it is best to treat the cause of the ptsd, rather than just taking a stimulant.  I am glad that you are going to get a medical check up. Since you also have ptsd, it would be in your best interest to see a psychiatrist for a comprehensive evaluation with medication recommendations. Good luck.

DRY SKIN: Dry skin is often a result of excessive dryness in the house. Get a humidifier & make sure the relative humidity is at least 40%. Soaps & laundry detergents can aggravate dry skin. Use a body cleanser like cetaphil & all-free & clear for your laundry. And no fabric softeners! an underactive thyroid and certain oral medications can also trigger dry skin. If no better, see your general doctor.
