Could be..: If the toes are next to each other this maybe the start of an infection/cellulitis. Athlete's foot  (fungal infection) can present this way as well.

A reaction to a bug bite can also cause these symptoms.

See doctor if worsens or persists.

Many reasons : could be fungal infection. Could be increase blood supply. Could be decreased blood supply. Could be nerve irritation. You need to see a foot doctor

Depends: There can be many causes of what you are describing from a type of eczema to a foot fungus. It is important to determine the diagnosis to formulate a treatment plan.  This i'd best done itch a clinical exam.

I think you are on: the right track thinking that this could be Athlete's Foot.  Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered.
