RASH: I would need to see the rash in order to make a proper recommendation.  If ringworm, it is a fungal infection that is EASY to transmit,it to other parts of the body and to other people. Have to see it: Rashes are best diagnosed by having a healthcare professional look at it.  Recommend that you see your provider or setup a telehealth consult so that you can be treated with the appropriate medication if needed.  Ringworm does have a circular raised appearance, it can itch or burn and spreads easily. There is an antifungal cream that you can use, sometimes takes weeks for it to go away.

Itchy bumps: His itchy bumps may be hives caused by sweating or from friction by rubbing his legs in his pants. Taking benadryl (diphenhydramine) will certainly help

Some basics: Ringworm of the scalp is a deep infection within the hair roots.No topically applied cream/lotion will reach the depth required for a cure. It is not a worm but a fungus. Why anyone would use a worm medicine for this is confusing. These fungal infections can become secondarily infected by staph or strep. Cure may require a prescribed oral anti-fungal for a month along with an antibiotic.

Yes possible: It is possible to get tinea corporis - aka ring worm on the eyelid, though it is not a common location.  I don't know what you mean by "briueds".
