No: Your growth is completed during puberty.  As you enter middle age you may lose height due to spinal column shrinking.  Working out with resistance bands may build muscle but will not change bone length.

No,Diet and exercise: Truly count calories, everything you put in your mouth, and cut that back to healthy normal amounts. Some advocate cutting out white bread and limiting carbs, and remember that alcohol has calories. Healthy amounts of exercise. You cannot otherwise  target belly fat (without surgery or non-invasive techniques).
