Need tested.: While rash and itching can be associated with HIV infection, there are many other reasons for such symptoms, and the only way to know if you have HIV is to be tested for hiv.  If you have any concern that you may have hiv, please visit a clinic or doctor to discuss your concerns and get tested.  This will help with your concerns and may make you less 'itchy'.  It will also empower your decisions.

: Almost always conclusive 6 weeks after the last dose of PEP, and always conclusive after 3 months. Your negative results show you do not have HIV. Also, it is impossible to have HIV symptoms with negative blood test. Something other than HIV explains your symptoms. See a doctor if your symptoms continue, but stop worrying about HIV.

: This was a nearly zero risk exposure.  HIV is not transmitted mouth to penis, and condoms are effective prevention for vaginal sex. Your penile symptoms are not HIV, which does not cause itching or penile pain. See a doctor about those symptoms if they continue. Your negative HIV tests so far are nearly 99% proof you didn't catch HIV; for 100% have another test at 6 weeks.

Need exam: May just be anxiety. But when was the last time you had std testing? It could be nothing, or it could be prodromal symptoms for herpes. Are you having any bumps, any discharge, any other symptoms? Make an appointment to see a doc.

Safest to be tested: Your symptoms do not suggest ARS and people rarely lie about HIV when asked directly, so probably your partner isn't infected. And safe sex is effective if done properly (condoms for anal sex between men, oral sex very low risk even without condoms, etc). But all men who have sex with men should be tested for HIV and STDs from time to time. Since it's on your mind, probably this is a good time.

Evaluation: This could represent an irritant dermatitis or early yeast infection. You should be evaluated by a physician to see if you need topical steroid or anti-yeast creams.
