Pointers: Ringworm affects body, feet, groin, scalp.Eczema affects knees, elbows, neck etc.They are both itchy.Ringworms looks like raised red scaly rings.Eczema feels dry, thick patches, may ooze and have bleeding blisters from intense itching.Ringworm caused by fungus.Eczema happens in response to allergens, climate or illness.

Not necessarily: If his feet are very swollen this can cause cracks in the skin and cause the skin to blister or peel. This could be due to eczema or just from the swelling. They can be painful due to the skin being broken to move them. Best to have them checked out, he may need a steroid cream, compression, or it could be a fungal infection, but the only way to know would be to have them looked at.

Completely : Different. Fungus is a living organism. Eczema is a skin condition where skin is inflammed. Both could itch and therin lies a similarity. Fungus can spread, eczema doesn't spread but rather can occur in multiple locations.

Scabies tends to occur on the waist, arm pits, writsts, genital area, lower buttocks, front of the knees, sides of the feet, and  on the sides and in between the fingers. I often consider it akin to "asthma of the skin" and, in, fact often goes hand in hand with asthma.  While there is no such thing as a "normal rash" eczema is characterized by a dry, red, flakly scale which is often very itchy and often worse in cold dry weather..
