Oxygen: Usually you need a doctors evaluation and determination on why you need oxygen to get you approved if you're planning on using your insurance. If you plan on paying cash, you don't need a physician

Oxygen is: Regulated when used as a medicine. Too much o2 can cause cataract. It isn't a harmless medicine.

See a doctor: Possible causes for shortness of breath include heart disease, lung disease and anemia. Each is treated differently, and oxygen may or may not be indicated. Best to see a doctor to determine the cause of the shortness of breath so it can be treated appropriately. Sudden shortness of breath should be evaluated immediately.

Not so sure: Petit mal seizures usually occur in adolescents, and suspect that you more likely now have partial complex seizures, which will NOT respond to oxygen at all.  Have no clue where you live, but you need a neurologist to treat this and confirm diagnosis.

As little as $159: I searched a few medical supply places and found them from $159 to $359.  That includes the regulator and carrying case.  Most of those places require a prescription.
You can get them for much less if you already have a regulator.  I found a few tiny ones for as little as $45.

i like to use an oxygen tank as a nebulizer and hook it to a cpap mask for back up as we tend to loose power in vt winter  what flow rate do i need?

2 diffferent uses: For a nebulizer I have been told that usually it takes a minimum of 5 liters per minute to adequately nebulize the medication but a CPAP machine is based on regulated pressure not flow.
