Bedbug bites: Bedbugs can bite any exposed areas of the skin but don't bite palms or soles that often because of thicker tougher skin in those areas.  Bedbug bites are itchy sometimes painful red nodules, often more on the side of the body the person sleeps on.  Bedbus are tiny but can be seen with the naked eye particularly after they had bitten a person.  If lesions are on palms and soles, please see a doctor.

Get a professional: Exterminator.  It would be very unlikely that you would actually see  bedbugs.  Here are some tell tale signs that your bites are being  caused by bedbugs. First you may notice blood smears on  your bedding (yes this is your blood). Remember that the blood smears usually turn black over time. Bed bug bites: Yes - it depends on where the little monsters have set up shop so to speak.   Before you travel next time , go to a site called bed bug registry.  This site lists hotels that have reported incidents of bed bugs.  Very handy. I travel a lot in the summer and use it extensively. (i assumed the bites were the result of travel ).

Bug bite: It sounds like a localized allergic reaction. Benadryl (diphenhydramine) tablets (not just benadryl (diphenhydramine) cream), ice application and topical hydrocortisone cream are a good start. If still swollen, then a prescription for an oral steroid like prednisone can calm down the reaction.

Unsure: You cannot tell the type of bug from the bites themselves. Certainly bedbugs are a possibility but if you have pets, fleas would be a consideration. In addition, it is important to note if any one else got similar bites. Either way the lesions are treated for their symptoms.

Very common: Very common reaction to insect bites especially bedbug bites. Itching as you found out may cause bleeding and subsequent infection. You must get to see your family physician and/or a dermatologist to obtain medication and how to prevent recurrence of the insect invasion. Otherwise you will be one very unhappy person

This : This is tough to answer without a picture.  There are several possibilities including bites (fleas or other), eczema or allergic contact dermatitis, lichen planus, folliculitis (staph infection), and others.  I doubt bed bugs given the location.  I would recommend you try a moisturizer such as cerave cream twice daily and if not better after a few days consider a trip to the dermatologist for diagnosis and treatment options.  Bites are common in kids so that is certainly a possibility.  If they are bites, avoidance plus a steroid gel might be beneficial. I hope that helps.

Exam: Hands, legs and feet, excluding the torso suggests contact dermatitis and not scabies as you have already decided.  The locations also do not suggest bed bugs.  Those lesions can be itchy, but an unusual location, and they are more like the bumps associated with a mosquito bite.   Consider a stronger steroid cream and if not improving, be examined.
