Exam: Hands, legs and feet, excluding the torso suggests contact dermatitis and not scabies as you have already decided. The locations also do not suggest bed bugs. Those lesions can be itchy, but an unusual location, and they are more like the bumps associated with a mosquito bite. Consider a stronger steroid cream and if not improving, be examined.
