DHT: Dihydrotestosterone is the byproduct of testosterone when it is transformed by a process called 5alpha reductase.  This is what can cause male pattern baldness and prostate enlargement.  
This is also why saw palmetto is used for a healthy prostate as it is a 5 Alpha reeductase inhibitor and reduces the reaction.

Why do u want more?: Testosterone is metabolized (broken down) into Dht & Estradiol (e2). Testosterone is anabolic (makes muscles grow). Dht is androgenic (makes you more male). But too much Dht can also lead to hair loss and prostate enlargement. So we don't typically try to raise Dht (although if you take an aromatase inhibitor to shut down e2, you might raise Dht via seesaw effect), rather we lower Dht via 5ari.

Yes they can: It is too late if you wait until after puberty. We use 50 mg of Depo-Testosterone by intramuscular injection monthly for 2 - 4 injections depending on response.  Hormone is given in a relatively small dose, if he is a big kid, also widely spaced to avoid stunting his growth by so called epiphyseal fusion of his bones.

Lucky, I guess!: Sorry, i'm feeling flippant tonight. Testosterone is metabolized (broken down) into Dht & Estradiol (e2). How much is "wasted" is an individual matter (we don't have much natural control). We can try to affect the ratio of wastage, eg dht:e2, by exercising & losing fat, which might decrease e2 & increase Dht (think of a seesaw). If you're losing hair or have enlarged prostate, 5ari will lower dht.

Why?: Andractim is a cream/gel that supposedly contains dht.  So what?  It is not regulated by any recognized medical entity.  There are no legitimate studies that it does anything useful in an adult male.  The side effects and dangers of using it are unknown.  It is a scheme to feed into male insecurities about sexuality, muscle enhancement, etc. That is not validated.  Dont waste your money.
