Both: Unfortunately, one of earliest muscle groups to lose control of is the quads and hip flexors. These are the muscles needed to stand from a squatting condition. Deconditioning will also affect the same muscles. Fortunately, you can strengthen them with straight leg raises, exercise bicycle, and gentle (slow) stairclimbing.

The : The torn meniscus came first. An MRI is an excellent tool but is not perfect. If the baker's cyst was present so did the meniscal injury. A meniscal tear causes the baker's cyst. The collagen fibers of the meniscus are arranged in a parallel arrangement and a tear creates a communication with the capsule and serves as a one way valve to create the cyst.

A locked knee with a torn and dislodged meniscus may require arthroscopic surgery. Anterior knee pain from going up and down stairs usually responds to physical therapy.

Check Orthostatic BP: It mens your body takes time to adjust your BP on change of position. Dehydration is common cause. 
Drink fluids with electrolytes and get evaluation for Orthostatic's.
