It could reoccur.: It is important to be evaluated for what may be causing HSP so you could take care of the issues at the root. The inflammation in the vessels is just a symptom of an underlying process of abnormal reaction of antibodies attacking the blood vessels from mis-identifying the blood vessel wall as being foreign so until the body adjust to seeing the error or rectify the cause it may reoccur.

See her DR.: If the symptoms have returned after treatment, your niece should follow up with her Dr. HSP is an inflammation of the small blood vessels leading to small areas of bleeding. It can affect the skin, intestines and kidneys. The cause is not known, but it probably involves some autoimmune reactivity. HSP usually goes away on its own after about 4-5 weeks, but there can be complications.

Platelet count and: Coagulation tests.  Purpura is usually due to deficiency of platelets or increased vascular fragility.  Ecchymosis may be due to more severe cases of the above and or coagulation defects.  Testing beyond cbc, pt PTT is based on the results of these tests and clinical signs and symptoms.

Its Complicated: Itp; history of viral illness, associated with lymphoma, cll, hiv, connective tissue diseases (no splenomegaly or megakaryocytes) chronic and insidious course in adults, 

ttp (pneumonic: fat registered nurse)
fever, anemia, thrombocytopenia, renal involvement, neurologic involvement

itp treatment : steroids / Prednisone / ivig / Rhogam  with possible splenectomy
ttp ....... Plasmapheresis.

Bruise/hematoma: A bruise is a discoloration of the skin due to leakage of blood from a small blood vessel or capillaries (usually due to trauma). 
A hematoma is the same except there is an accumulation of blood so that it creates a bump on the skin or a collection of blood within the body.

Meningitis: If you're referring to petechiae (small blood spots), they can occur identically in conditions other than meningitis, but the diagnosis of meningitis will depend upon other aspects of the clinical presentation (fever, headache, nausea &amp; vomiting, nuchal rigidity, alterations in sensorium or level of consciousness, neurological abnormalities, etc.). Go to an ER ASAP if you have these symptoms.
