Lymphadenopathy : In general, it is true that lymph nodes less than 1.5 cm are not  clinically concerning. Imaging such as ultrasound or CT scan can sometimes elucidate atypical changes. It also is important that the history and clinical context for each individual patient can change the approach and concern about  enlarged lymph nodes.

is it ok to have multiple shotty lymph nodes under 2cm throughout head and neck and have one which is 2.5 cm very soft and moveable and fluctuates siz?

Needs follow up: Asymptomatic but persistent neck nodes can be due to chronic sinus or nasal issues, allergies, lymphadenopathy disorders such as castlemans disease, etc. And also sometimes due to lymphomas which are low grade in nature. If there is no satisfactory cause identified over time then evaluation by an infectitous disease or hematology specialist may be of use.

Probably nothing: This is a constellation of minor anomalies such as any generally healthy person may have. Lab reference ranges are set so that a few percent of healthies fall outside on either end. You need a general physician or skin Dr. to evaluate your scalp (?), &amp; serum iron and TIBC to search for mild iron deficiency (commonly raises RCW before anemia sets in). Malignant nodes aren't subtle.

Lymph nodes: Yes there are lymph nodes in the back of neck and head.These are normally not palpable unless there is an infection in the scalp or part of neck
lymph glands are like filters and are spread all over the body and if parts of body get infected the infection can spread in the nodes.So same thing can happen in the nodes in back of head and neck.

CT scan: A ct scan can show you the details of what is under the skin. A big enough lymph node can either be biopsies with a needle, or taken out all together for diagnosis in a rather simple surgical procedure.

how many lymph nodes can you feel in back of 2 yo head? i feel clusters at base of neck. not swollen but 4-5. 1 is tiny like sand but mobile. normal?

Likely normal: We have many lymph nodes in our  neck.  They are more noticeable (easly palpable) in thin patients and in patients who have an active infection or inflammation.  If they are small (pea-sized) and mobile, they are likely normal.  If it persists, becomes tender, or enlarges, see you pediatrician.  Also if it seems the l ymph nodes are merging into 1 mass, see your pediatrician.
