Once you have the ulcers there is no quick fix. You have to allow time for the body to heal.

Bump vs color change: Chilblains causes bumps that are painful, burning, itching after cold.  Raynsud's is caused by a blood vessel spasm due to temperature change or strong emotion. The fingertips turn white then blue and when the blood vessel relaxes flush or turn red.

Keep affected areas: WARM and DRY!  This is the most effective treatment...NB Some physicians prescribe cortisone preparations but their usefulness  is not proven.

I do not know.: Chilblains are of the hands and feet not the eyes.  It is generally thought to be inflammation of the hands due to cold. If this is what you have of the eyelids , then I would use a moisturizer. I do not know otherwise what you mean.

Risk is higher in women, being very thin, having circulation problems as in diabetes or Raynaud's disease.  Symptoms are relieved by cortisone lotion. Pernio: Chilblains or pernio is a cold injury. Treatment, unless you develope open sores, is usually supportive. Keep away from extreme temperatures, decrease friction from shoes, keep toes warm....Wear socks, dry toes immediately after showers, do not smoke. If you do develope sores medication can help.
